The National Vigilance Centre (NVC) today said that Higher Secondary Education Board (HSEB) was giving marks to students arbitrarily.

An NVC probe committee found HSEB misusing power while examining answer sheets of students from various plus two colleges. It had earlier sealed 354 Grade XII English answer sheets in August to probe complaints that HSEB was not examining the answer sheets fairly.

An NVC official said HSEB had given extra marks to students of some reputed higher secondary schools. He said, “Some students who had scored just 20 marks were granted 40 marks to pass them.”

“There was no norm orstandard while marking students. This is misuse of power and irregularities in the organisation and its system,” he said.

The sealed answer sheets belonged to students of Trinity International College.

Meanwhile, despite knowing the fact that NVC had sealed their answer sheets for investigation, the Office of the Controller of the Examinations, HSEB published the result of Grade XII on September 2, without waiting for the probe report.

Arjun Khanal, deputy spokesperson, NVC said HSEB could not be pressured to stop its regular activities. He said, “We don’t have authority to stop HSEB from publishing the result, therefore we were helpless.”

He further said that they were in the final stage of preparing the probe report to submit it to the Ministry of Education. He also informed that they could not define any kind of action against HSEB officials and others concerned, but that would be finalised after consulting MoE.

Meanwhile, Durga Aryal, examination controller, HSEB refused to comment on the issue.
