Vacancy notice:
High Value Agriculture Project in Hill and Mountain Areas (HVAP) is a joint endeavor of the Government of Nepal (GoN) and the International Fund for Agricultural Development (IFAD) which is executed by the Ministry of Agricultural Development (MoAD) in partnership with the Netherlands Development Organization (SNV) and the Agro-Enterprise Center (AEC) of the Federation of Nepalese Chamber of Commerce and Industries (FNCCI). The project was signed by GoN and IFAD on 5 July 2010 and will be phased out by September 2017. The duration of the project is six and half years.
1. Database Management Expert
Job description
> He/She will be responsible for ensuring field data is gathered and registered, ensuring the quality of data entered and helping to produce initial statistical analyses.
> He/She will manage the data and information and make up to date Management Information System (MIS) and Geographical Information System (GIS) to produce the regular reports regarding project results.
> He/She is responsible for obtaining all data from primary sources as stipulated in the M&E Plan and for their collation and analysis at the M&E Unit. This will require coordinating with all divisions of the PMU, partner organizations, line agencies, Local NGOs, ministry, and DCCIs to handle the MIS and GIS to produce the timely information of project results
> He/She will work closely with Monitoring and Evaluation Expert (M&E Expert) and in coordination with all the VC and Thematic Team of the HVAP.
Job Specification
> Applicants must have experience in handling MIS as well as GIS of development projects,knowledge to handle MySQL and PHP
> Applicants must have good spoken and written skill in both English and Nepali and possess good skills in report writing.
> Applicants must have good interpersonal skills and the ability to work effectively with range of institutions.
Education description
> Applicants must have Bachelors’ Degree in relevant area such as Information Management System, Information and Technology (BEIT/BIM/BCA) with at least 5 years of experience (3 years for women candidate) or Masters’ Degree in Information and Technology or Information Management System with at least 3 years experience (1 year for women candidate) or higher degree in related field.

2. Project Engineer
Job description
> The Project Engineer will be mainly responsible to facilitate implementation of the project’s component:
> Inclusive Value Chain Development, particularly the physical infrastructural activities under subcomponent
- Value Chain Fund,
- Sector Development Fund,
- Spatial Inclusion Fund.
> S/he will be responsible for providing technical supports and backstopping to the participating beneficiaries in providing services on design, estimate, quality check-up, monitoring, supervision, and related services.
> S/he will work closely with the concerned value chain team of the HVAP.
Job Specification
> Applicants must have experience in design, estimate, monitoring, supervision, quality check-up of physical infrastructural activities.
> Applicants must have good spoken and written skill in both English and Nepali and possess good skills in report writing.
> Applicants must have good interpersonal skills and the ability to work effectively with range of institutions, and good computer skills.
Education description
> Applicants must have at least Bachelor's Degree in Civil or Agri-engineering with at least 5 years experience (3 years for women candidate) in the related field or Masters degree in Civil or Agri-engineering with at least 3 years of experience (1 year for women candidate) in related field or higher degree in related field.

3. Knowledge Management and Communication Expert
Job description
> He/she will be mainly responsible to drive the Knowledge management and communication activities of the project.
> He/she will be responsible for producing various knowledge products and ensures appropriate ways and means to disseminate these products.
> He/she will be responsible for collect, capture, and communicate best practices, lesson learned, and success stories related to high value agricultural commodities.
> H/she will also be responsible for regular update of HVAP website, IFAD Asia blog in terms of sharing news and success cases.
> He/she will work in close collaboration and guidance of the M&E Expert and coordination with all the VC and Thematic Team.
Job Specification
> Must have experience in working within the Government or within an international organization doing work similar to that described above.
> Must have experience in establishing knowledge management system and sound understanding on the concept and approaches of knowledge management of the project.
> Must have experience or proven skills to develop communication materials as news, press release, articles, and stories.
> Must be excellent analytical and writing skills.
> Must have experience in working with government agencies, donors and networks of development agencies.
> Must have result oriented personality/maintaining deadlines.
> Must be excellent interpersonal skill and a team player.
> Must have sensitivity towards issues related to gender, social equality and poverty alleviation.
> Understanding of conflict sensitive programme management.
> Fluency in Nepali and English, both written and oral.
Education description
> Applicants must have completed Master's Degree in relevant field with at least 5 years experience (3 years for women candidate).

For all positions there will be initial contract for one year with a probation period of six months. The annual contract will be extendable up to the project period (till Sept, 2018) based on satisfactory performance in the preceding contract. Duty station for all positions will be at PMU, Surkhet with frequent visits to project districts.
Salary and benefits will be as per the rules and regulation of HVAP. Preferences will be given to women candidates and candidates from disadvantaged groups/areas (Dalit, Janjati/Indigenous, Madheshi, Muslim, Backward/HVAP Districts).
