Kisanka lagi Unnat Biu-Bijan Karyakram (KUBK)-Improved Seeds For Farmers Programme (ISFP) is the programme of Government of Nepal with the loan and grant support of International Fund for Agricultural Development (IFAD). The goal of the KUBK-ISFP is to promote inclusive, competitive and sustainable agricultural growth within the target area such as to contribute to overall economic growth. The development objective of the Programme is to improve household incomes through sustainable, market-driven productivity improvements, with the aim of scaling-up an agriculture-led growth model. The Programme is designed to support two key constraints of agriculture sector hampering productivity: the improvement of formal seed (cereals and vegetables) and improvement of smallholder livestock (goats and dairy) in order to increase income of the poor rural households.
1. Position: MIS Specialist
Duty station: PMO, Butwal with frequent visits to Programme districts and areas
Mode of contract:
There will be an initial contract for one year with a probation period of three months. The annual contract will be extendable up to the Programme period based on the availability of funding and on satisfactory performance in the preceding contract.
Roles and Purpose of the Assignment:
The MIS Specialist will be based in the PMO and report directly to the Program Manager or designated personnel from Program Manager. His/her primary responsibility will be to establish the rapid, efficient system of information management related to the Program activities including grant disbursement in close coordination with the M&E and KM officer . He/she will develop and implement appropriate information collecting tools and procedures and provide MIS training to the field level staff and beneficiaries as appropriate. Specific tasks will include:
> Work closely with PMO based component officials in designing the format for collection all Program related data from districts and PIU.
> Design the inter-linked electronic system of MIS for PMO and districts and work together with PMO team in designing the MIS so it will be more informative and include all data required by the project.
> Develop system for security of MIS and computer system, data of Program district, and provide periodic and timely backup of all data of MIS.
> Record all the information received from the districts and properly manage it with support from M&E and KM Officer.
> Ensure the validity and accuracy of the collected information and security of the data and system.
> Train PMO and PIU based staffs in MIS.
> Collect and compile information related to Program from districts including from line agencies, stakeholders and support M&E and KM Officer in preparing periodic reports.
> Visit districts to ensure the user friendliness of the MIS and train them as required.
> Work in all information collection, recording and report preparation under guidance of Component Officials and M&E and KM officer.
> Regularly update Program website.
> Collect necessary information from district to develop Case/Success Study.
> Support Component officials in collection, compilation and analysis of the information as per the requirement of project Program document.
> Undertake any other duties as may be reasonably assigned by the Project Manager (PM) or as per need of the Program.
Qualifications:
A minimum of Bachelors’ degree in Management Information System or equivalent in computer application, with at least 2 years of professional experience, primarily in development programs. Knowledge of information software would be a strong advantage.

2. Position: District Seed Coordinator
Duty station: Program district (Gulmi, Arghakhanchi, Rolpa, Pyuthan, Rukum and Salyan)
Mode of contract:
There will be Initial contract for one year with a probation period of three months. The annual contract will be extendable up to the program period based on satisfactory performance in the preceding contract.
Roles and Purpose of the Assignment:
The District Coordinator will assume day-to-day responsibility for the management and supervision of the Engineer and Seed technicians who will be employed under the Programme. He/she will report directly to the Seed Component Coordinator Although based from the district head quarter, he/she will be expected to spend a major proportion of his/her time within the target areas to ensure that adequate and appropriate technical support is provided to all beneficiary seed production groups/cooperatives and Agrovets.
Required Qualifications and Experience:
The selected candidate will possess a minimum B.Sc.Ag. or equivalent in agronomy or a related discipline, with an M.Sc. Ag providing a strong advantage. Following academic training, he/she will have a minimum of 3 years of field experience in working with seed companies or agricultural development programs involving direct contact with individuals or groups engaged in the production of cereal and/or vegetable seeds. An ability to prepare high quality reports in English is essential, as is willingness to spend a considerable portion of time each year travelling within the Programme target area. Excellent knowledge of standard software programmes such as Microsoft Word and Excel is a prerequisite.

3. Position: District Livestock Coordinator
Duty station: Program district1
Mode of contract:
There will be Initial contract for one year with a probation period of three months. The annual contract will be extendable up to the program period based on satisfactory performance in the preceding contract.
Roles and Purpose of the Assignment:
The District Livestock Development Coordinator will work under the direct supervision of the Livestock Component Coordinator/Officer and will primarily be responsible for successful implementation of livestock development programs. Specific tasks of the position include.
> Implement goat and dairy promotional activities by mobilizing the livestock technicians in program areas.
> Assist the DLSOs in the preparation of farmer need based annual work and expenditure plans for the component.
> The annual approved program should be implemented in the program districts with proper coordination and communication with DLSOs and other stakeholders and ensure for the achievement as per targeted.
> Provide adequate technical guidance to sub-projects grantee/breeder herd/multiplier herd and other farmers groups and cooperatives with sufficient monitoring and reporting.
> Monitoring of the activities of the FFS groups and their facilitators and providing this information to the M&E/KM Specialist and the DLSOs.
> Identification of candidates for training in Village Animal Health Workers (VAHWs) with coordination with Municipality/Rural Municipality, cooperatives and related agencies.
> Ensuring adequate and timely supply of forage seeds/saplings for both demonstration and dissemination and their protection from grazing, and ensuring that 75% beneficiaries have planted and utilized improved forage on the terrace risers and bunds.
> In close coordination with NARC, ensuring smooth implementation of goat breeding program, including timely and correct data collection, processing, analysis and dissemination.
> Ensure adequate and timely support of DLSOs to the farmer groups, and grantee in artificial insemination, vaccinations (Hemorrhagic septicemia, HS; Black Quarter, BQ, and Food and Mouth Disease, FMD) and treatments.
> Support DLSOs and farmer groups to identify appropriate sources for supply of breeding bulls and bucks including assisting farmers to develop and implement appropriate management system.
> Ensuring appropriate management of program supported funds, Veterinary Drug Management Fund, Goat Insurance Fund and Shed Improvement Fund.
> Ensuring establishment of appropriately designed and constructed fodder tree nurseries, including assisting DLSOs in the selection of appropriate candidates for nursery operation, 1 Gulmi, Arghakhanchi, Rolpa, Pyuthan, Rukum and Salyan provision of quality training and timely supply of farmer preferred fodder tree seeds and rootstocks for nursery raising.
> Assisting farmers in developing organized goat and dairy marketing system including establishment of livestock markets.
> Assist farmers in developing milk marketing linkages, organized goat and meat marketing linkages including establishment of milk chilling centers in collaboration with the dairy industries.
> Ensuring that the program supported activities such as VAHWs, milk and meat enterprises follow appropriate code of practices for environmental and public health safety.
> Supervision of the activities of the livestock technicians (Goat and Dairy) and ensuring their adequate performance against targets.
> Set, monitor and achieve equitable gender and social inclusion plans and targets among supported groups and organizations, with support from the GESI district focal point and GESI Advisor.
> Participate in annual or other periodic meetings with beneficiaries and other Program stakeholders at district and program-area.
> In collaboration with the M&E/M&E and KM officer, preparation of M&E plan, monthly, quarterly, half yearly and annual performance reports, indicating the achievement of work plan targets;
> To maintain and monitor MIS adequate data.
> But not limited to above mentioned responsibilities, District Livestock coordinator will conduct other programs as need of Programme Management and under guidance of component
Required Qualifications and Experiences:
Minimum of Bachelor Degree in Animal Science or Veterinary Science (master’s level preferred), and a minimum of 2 years of work experience in livestock development projects. Experience of working in multi-disciplinary team will be an advantage. The candidate should have adequate competence in communication, planning and reporting in English language and computer knowledge and skills. He/she should be mentally and physically fit. He/she will be based in one of the program districts, covering more than one program districts if necessary.
