Ambitious CTEVT project unlikely to yield fruit
A higher secondary level student Sabina Limbu (name changed) has no plans to go abroad. But she underwent a free three-month caregiver training conducted by Council for Technical Education and Vocational Training (CTEVT) in Dharan five months ago.
Currently, Sabina has been receiving herbal farming training. All this for the monthly stipend she gets for participating in the training programs. She received Rs 3,000 for participating in the caregiver training.
“I participated in the training as they paid me for it and also to kill my time. This kind of training is of no use to people like us,” she grinned.
Unlike Limbu, 17-year-old Anju Chohar of Dharan - 15 underwent carpentry training hoping her skill would someday help her get job abroad. However, she had been able to find a job that matches her skill.
There is a long list of trainees who have been making no use of the training provided by CTEVT with support from the Asian Development Bank (ADB). Sharmila Khadgi, Kala Pariyar and Muna Pariyar, among others, who received trainings provided by CTEVT work as laborers in Biratnagar jute mill. “CTEVT officials told us they would help us get job in foreign countries, but they have done nothing so far,” said Chohar.
The sole aim of the CTEVT campaign launched in 2007 was to create job opportunity for underprivileged youths. The program intended to train 61,000 people by March 2011 and prepare them for foreign job markets.
“A trainee is allocated at least Rs 45,000 for three-month training. But CTEVT provides the training institutions no more than Rs 7000 per student,” said a proprietor, who runs a vocational training institute under CTEVT. “It is not possible to provide effect training with such a meager amount.”
On the other hand, CTEVT training manager Nirmal Baral claimed that the project has benefited a lot of underprivileged youths and that the progress has been satisfactory so far. Baral said the government has invested Rs 500 million while ADB has provided Rs 2 billion for the nationwide project.
