Employees in the race for controller's post in HSEB
Employees of the Higher Secondary Education Board have been lobbying for the post of examination controller following the directive of Commission for the Investigation of Abuse of Authority to follow its own decision.
Earlier, the HSEB assembly held under the chairmanship of former education minister Dinanath Sharma had made a decision not to give the post of examination controller to the employees whose children were studying in Grade XI and XII, citing the possibilities of irregularities during examination and result publication.
Examination controllers play a vital role in question papers preparation, seating arrangements, result publication and other activities.
Defying the assembly’s decision, HSEB, however, has been allowing examination controller Durga Aryal, whose daughter studies in Grade XII in the Jawalakhel based-St Mary’s School, to perform his duties as controller.
After receiving a complaint, the CIAA on June 27 had forwarded a written directive to HSEB to follow its own decision.
Since then, both employees and high ranking officials at the HSEB have been lobbying to get the post.
According to sources, Dambar Batas and Krishna Sharma from HSEB central office, and Santosh Aryal from HSEB Kathmandu office have expressed their interest for the post of controller.
While Sharma and Aryal are under-secretary level officers, Batas is a senior employee at the office.
As per the criteria, joint-secretary level employees are the most suitable candidates for the post.
Out of the three employees lobbying for the post, Vice-chairman Hem Kumar Mishra is supporting Aryal, while Bhim Lal Gurung, member secretary is supporting Sharma.
Some high ranking officials are planning to retain Aryal until the result of Grade XII, Science faculty is published, according to HSEB sources.
