Irregularities in HSEB
Biratnagar: Making a mockery of its provision, Higher Secondary Education Board (HSEB)’s regional contact office in Biratnagar is distributing mark sheets of Grade XI charging Rs 250 per mark sheet.
As per the HSEB provision, the exam regulating body should send the mark sheets to the schools, which distribute them for free.
Kailash Dahal, eastern region secretary of Higher Secondary Teachers’ Association Nepal (HISTAN), said HSEB has been charging students while distributing Grade XI mark sheets going against the prevailing law. “It is illegal to charge fee for mark sheet,” Dahal added. Dahal said HSEB did not send mark sheets to schools though 25 days have passed after publication of results.
Students had to go to HSEB after Education Service Commission did not accept the internet-downloaded mark sheets for teaching licence. Bishnuhari Ghimire, chief of HSEB Regional office, said his office had distributed duplicate certificates. Sagar Bhattarai, chairman of Higher Secondary Teachers’ Association Nepal, eastern region, however, said HESB has not marked the certificates as duplicates.
Ghimire said that his office could not send the mark sheets to schools as the centre had delayed supply of mark sheets. “HSEB sent the mark sheets to all districts except Morang,” Ghimire said.
Ghimire said the crowd of service seekers and the hectic schedule of HSEB staff were to blame for not marking duplicate on the distributed mark sheets.
Meanwhile, eastern chapter of HISTAN today submitted a 14-point memorandum to Higher Secondary Education Board Biratnagar office demanding an end to financial irregularities.
