Tribhuvan University (TU) was reported to have accumulated arrears worth a whopping Rs 10.15 billion by the end of mid-April 2013. As per the latest report released by the Office of the Auditor General, the arrears of the Education Ministry for the fiscal year 2011-12 was Rs 3.27 billion. Since the universities operate under a separate act and regulations, they are not required to report arrears to the Education Ministry and report directly to the Office of the Auditor General.

According to the report, out of the 122 offices under the TU, including TU central office, 36 central departments, seven research centres, 60 constituent campuses, and other offices have not submitted the report of their financial transactions.
