The Embassy of Denmark, the Embassy of Switzerland/Swiss Agency for Development and Cooperation and the UK’s Department for International Development (DFID) in Nepal have developed a joint donor facility to manage coherent, harmonized and coordinated funding support aimed at enhancing democratic governance, peace building and justice efforts in Nepal. The three missions support this ‘Governance Facility’ (SF) in line with the Aid Effectiveness Agenda (Paris Declaration, Accra Agenda for Action and Busan Partnership), especially regarding harmonization and alignment. The programme runs for the period 2014-2018.
DEPUTY HEAD OF PROGRAMME
The Deputy Head of Programme will assist the Head of Programme in all programme implementation functions including the grant, technical support, finance management, MBE, knowledge management, communications, and human resources and administration. The HoP and DHoP may agree on areas of work where the DHoP will have a specific focus on. The DHoP will also act as a capacity building coordinator and will be responsible to coordinate the services of other advisers in the team. The DHoP may also be required to manage the full time inputs of some of these advisers based on operational requirements as well as workload management.
Major Responsibilities: Ensuring quality control in relation to processes and production of documents; supervising day-to-day programme implementation, including line managing GF staff under the DHoP responsibility; engaging with relevant senior government officials to identify opportunities for developing partnerships and in establishing strategic partnerships with the most strategic state institutions in the thematic areas of GF; coordinating capacity assessment and capacity development of partners; and assisting in the management of the programme and the GF Secretariat, including preparation of Annual Work Plans and Budgets, in fulfilling requirements of reporting to the GF Steering Committee, and in monitoring expenditures.
Required Qualifications and Skills: Advanced University Degree (at least Master’s) in management, political science, public administration, law, human rights or a related discipline with not less than 15 years of extensive and relevant management experience and a demonstrated track record of achievement in the management and delivery of donor-supported programmes in relevant areas. Substantive knowledge of governance and democratization issues. Sound leadership skills and proven competencies in team management. Experience in conducting capacity needs assessment and capacity development activities. Demonstrated track record of working with government entities, donors and civil society organisations.
