Position: Programme Support Officer CBDRM Platform

The Federation has a country office in Nepal since 1965 and has maintained presence through regional representation or a Country Office as circumstances required, providing support to Nepal Red Cross Society (NRCS) programmes and capacity building. The longer-term mission of the Nepal Country delegation is to facilitate organizational growth, technical capacities, partnerships and resource mobilization that enable Nepal Red Cross Society to deliver on its 6th Development Plan 2011-2015, through the provision technical support, advocacy, representation and coordination functions, in accordance with Strategy 2020 and Federation business lines.
The Community-Based Disaster Risk Management (CBDRM) platform (previously known as flagship 4 under the National Risk Reduction Consortium (NRRC) Secretariat) is a coordination and advocacy mechanism for community-based risk reduction and resilience in Nepal. The aim of this platform is to build common understanding and approaches amongst organizations both national and international, private sector and the government, in order to track progress against national targets and encourage investments to scale up CBDRM initiatives in Nepal. CBDRM Platform is led by Ministry of Federal Affairs and Local Development(MoFALD) and International Federation of Red Cross and Red Crescent Societies(IFRC) Country Office Nepal is the co-lead of this coordination platform.
In new Federal Structure of Nepal, the roles and responsibilities of central, provincial and local government bodies on DRM have been defined by Local Government Operational Act 2017 and Disaster Risk Reduction Management Act 2017. All new initiatives are required in building governance capacity and knowledge of the newly elected members and strengthen, and providing meaningful and practical access to community resilience efforts that are underway. In order to achieve effective governance mechanism on DRR at all three levels, contributions from experienced CBDRR agencies including INGO, NGO and the private sector are equally important and accounted. Currently, these organizations been asked to undertake mitigation measures, early warnings, hazard analysis at local levels and also strengthen local capacity. Since many of these approaches are new and with number of on-going initiatives, the CBDRM platform will be a mechanism to further strengthen coordination, collaboration, share information and advocate for the implementation of effective resilience roles with the government and all stakeholders involved.
Sendai Framework for Disaster Risk Reduction 2015-2030 priority area 2 is; strengthen disaster risk governance to manage disaster risk: Disaster risk governance at the national, regional and global level is of great importance for an effective and efficient management of disaster risk. Clear vision, plans, competences, guidance and coordination within and across sectors, as well as participations of relevant stakeholders, are needed, Strengthening disaster risk governance for prevention, mitigation, preparedness. Response, recovery and rehabilitation is therefore necessary and fosters collaboration and partnership across mechanisms and institutions for the implementation of instruments relevant to disaster risk reduction and sustainable development.
Job purpose
Programme Support Officer supports the advocacy and coordination mechanism of the CBDRM Platform: Community Based Disaster Risk Management/resilience functions under the leadership of MOFALD with IFRC as its secretariat, also identified as the Co-lead that coordinates with the govt and CBDRM partners including other disaster management stakeholders in Nepal. Programme Support Officer supports the CBDRM Platform in its day to day to the line Ministry, the Secretariat and partners operating in Nepal.
The position is for one year with possibility of an extension.
