The ILO is issuing a call for expression of interest for the above position. This is an assignment of a purely temporary nature, not expected to lead to a career in the ILO. Duration is 12 months with possibility of renewal.
The selection process is not subject to the rules and procedures defined in Annex I of the ILO Staff Regulations
The following are eligible to apply:
- Internal candidates in accordance with paragraphs 31 and 32 of Annex I of the Staff Regulations. The Office will facilitate the temporary re-assignment of a selected internal candidate to this position.
- External candidates. A selected external candidate will be issued with a 4.2 (e) contract.
Staff members with at least five years of continuous service with the Office are encouraged to apply and will be given special consideration at the screening and evaluation stage.

Introduction
In a joint effort to support governments and social partners in implementing gender-sensitive policy responses to the pandemic and during the recovery phase, UN Women and ILO developed the Global Joint Programme “Promoting decent employment for women through inclusive growth policies and investments in the care economy.”
This UN Women-ILO Joint Programme (JP) is focused on three key outcomes:
> Creating the political consensus for the adoption of macro-level economic policy drivers that support gender-equitable inclusive growth and more and better jobs for women, through evidence-based policy analysis and advocacy, technical advice and capacity building.
> Adopting sectoral and industrial policies that tackle occupational and sectoral segregation and enhance women’s access to decent employment opportunities, through policy advice, capacity development and technical support.
> Ensuring that investments in care service provision – in health, including long-term care, and in education, including early childhood education – are costed, financed and implemented through policy advice, capacity development and technical support.
The JP will be implemented at both the global and country levels, being Nepal one of the countries selected, where the activities will be implemented by UN Women Nepal Office and the ILO Nepal Office, in partnership with the National Planning Commission (NPC), the Ministry of Labour, Employment and Social Security (MOLESS) and the Ministry of Women, Children and Senior Citizens (MoWCSC). JP has 3 major Outcomes.
Reporting lines
> The National Project Co-ordinator will work under the overall guidance of the ILO JP Programme Global Coordinator based in Geneva, and report to the Country Office Director in Nepal. The NPC will coordinate and monitor the implementation of the ILO activities in the framework of the Joint Programme, monitor the overall implementation of the JP in Nepal jointly with UN Women, ensuring high quality, efficiency, timeliness and consistency in the achievement of all its objectives in collaboration with the ILO Nepal Programme Officers, Operations Officer and other project staff.
Required qualifications
Education
> First level university degree in economics, public policies, development studies, gender studies or a relevant field.
Experience
> At least one year of professional experience at the national level in the area of project management, implementation, monitoring and evaluation. Proven experience in working effectively with government bodies in charge of policy making and with development partners, gender mainstreaming, promotion of gender equality and women’s rights in the area of Women’s Economic Empowerment, would be an asset.
